Ami Ayalon et Sari Nusseibeh

People voice is an Ami Ayalon and Sari Nusseibeh peace initiative.


Israël – Palestine:

Two people, two States, an historic compromise.

Embodied by two personalities, both respected by their respective public opinion, People voice aims to create a strong involvement of the peoples in supporting an agreement that will end the Conflict. Peace is People's business.

Supported by several intellectual and political personalities, it is presented as a people initiative. Published in the Israeli and the Palestinian press in June 2003 it has collected the signature of 96 000 Israelis and 65000 Palestinians.


Sari Nusseibeh Sari Nusseibeh

Coming from a family of notaries and high dignitaries Sari Nusseibeh was born in 1949 in Jerusalem.

Very early he gets involved in political activity. While being a veterinary in the fight for Palestinian independence he was former Fatah Leader during the first Intifada (1988-1991)

- he has been involved for almost 20 years in the Israeli-Palestinian dialogue.

He expressed publicly his position against suicide bombings publishing a resounding declaration in the June 21, 2002. Palestinian dayly Al Qods.

At the same time, Sari Nusseibeh pursued a brilliant academic career : with a PhD from Harvard he was Professor in Bir Zeit University and since 1995, he has been Chairman of the Al Qods University of Jerusalem.

Ami Ayalon Ami Ayalon

From a Hungarian Zionist pioneer family, Ami Ayalon is a "kibbutznik" who was born in 1945 near Tiberia. Volunteer in the Navy Commando at the age of 18, he has had a long and brilliant military career.

By proving his capabilities in numerous operations, he quickly climbed the ladder and became chief commander of the navy and than Chief of the Israeli security service (Shin Beth)

He takes position by issuing a declaration 4th December 2000. In this text Ayalon criticises the measures that are taken against Palestinian civilians and shows that the status quo is not compatible with the maintenance of Israel as a democratic State.



Statement of Principles

1. Two states for two peoples.
Both sides will declare that Palestine is the only state of the Palestinian people and Israel the only state for Jewishpeople.

2. Borders.
Permanent borders between the two states will be agreed upon on the basis of the June 4, 1967 lines, UN resolutions, and the Arab peace initiative (known as the Saudi initiative).

Border modifications will be based on an equitable and agreed-upon territorial exchange (1 for 1) in accordance with the vital needs of both sides, including security, territorial contiguity, and demographic considerations.

The Palestinian State will have a connection between its two geographic area: the West Bank and the Gaza strip.

After establishment of the agreed borders, no settlers will remain in the Palestinian State.

3. Jerusalem.
Jerusalem will be an open city, the capital of two states. Freedom of religion and full access to holy sites will beguaranteed to all.

Arab neighbourhoods in Jerusalem will come under Palestinian sovereignty Jewish neighbourhoods under Israeli sovereignty.

Neither side will exercise sovereignty over the holy places. The State of Palestine will be designated Guardian of al-Haram al-Sharif for the benefit of Muslims. Israel will be the Guardian of the Western Wall for the benefit of the Jewish people. The status quo on Christian holy site will be maintained. No excavation will take place in or underneath the holy sies without mutual consent.

4. Right of return.
Recognizing the suffering and the plight of the Palestinian refugees, the international community, Israel, and the Palestinian State will initiate and contribute to an international fundto compensate them.

Palestinian refugees will return only to the State of Palestine, Jews will return only to the State of Israel.

The international community will offer to compensate toward bettering the lot of those refugees willing to remain in their present country of residence, or who wish to emigrate in third-party countries.

5.
The State of Palestine will be demilitarized and the internationalcommunity will guarantee its security and independence.

6. End of the conflict.
Upon the full implementation of these principles, all claimson both sides and the Israeli-Palestinian conflict will end.
